Maria Browne represents cable operators, telecom companies, and ISPs in transactions, regulatory proceedings, legislative efforts and disputes related to broadband network deployment. She also advises companies on compliance with laws and regulations governing information, communications and technology, including those requiring ICT services and equipment to be accessible to persons with disabilities.

Maria has appeared before the FCC and state regulatory bodies in numerous states including California, Connecticut, Florida, Georgia, Massachusetts, New Hampshire, New Jersey, New York, Washington, D.C., Vermont, and Virginia. She also routinely works with local counsel to help secure favorable outcomes on behalf of her clients before state and federal courts.

Practice Highlights

Infrastructure deployment

Maria represents clients before the FCC and state public-service commissions in disputes and rulemaking proceedings concerning broadband infrastructure deployment, including with respect to pole attachment rates, terms, and conditions. She negotiates pole attachment and conduit occupancy agreements with utilities nationwide. She also advises clients concerning the legality of pole attachment rates, terms, and conditions and state and local requirements governing access to public rights-of-way and private easements and assists in drafting legislation and ordinances pertaining to infrastructure deployment.

Accessibility

Maria assists clients in ensuring compliance with laws and rules requiring information, communications, technology, video programming and web content, to be accessible to persons with disabilities. Laws and regulations include the 21st Century Communications Video and Accessibility Act and implementing FCC regulations, the Americans with Disabilities Act, Section 508 of the Rehabilitation Act, the European Accessibility Act, and numerous state laws as well as those of other nations, including Canada.
